Understanding the road to a Class 5 licence

Manitoba uses a Graduated Driver Licensing (GDL) system. Every new driver, at any age, moves through the same stages. Here is the journey, and where this program supports you:

Register with MPI

Before anything else, you must register as a Manitoba Public Insurance (MPI) customer using proper identification.

This program covers the cost of obtaining the identification you need, and MET staff will guide you through registration.

Pass the Knowledge Test

A written test on Manitoba's rules of the road, plus a vision screening, earns you your Class 5 Learner (5L) licence.

25 hours of free classroom instruction prepares you for the Knowledge Test, and the program covers your testing and licence registration fees.

Learn to drive (Learner Stage)

With your learner's licence, you practice driving with a qualified supervising driver for a minimum of nine months.

You receive up to 25 hours of free one-on-one instruction with a professional driving instructor, scheduled individually around your life, during the day, in the evening, or on weekends.

Pass the Road Test

Passing your road test moves you into the Intermediate (5I) Stage, where you can drive on your own (with Intermediate Stage restrictions).

The program covers your road test fees, your instructor can accompany you to the test where arranged. You may use the training vehicle for your test.

Keep driving toward a Full licence

After 15 months in the Intermediate Stage, you graduate to a Full Class 5 Driver's Licence.

You will finish this stage on your own, but you will get there with the skills, confidence, and certification this program helped you build.

A plan tailored for you

There is no single path through this program because there is no single starting point. During intake, MET will work with you to create an individualized action plan based on where you are in the licensing journey.

Starting from the beginning

No experience and no learner's licence? You will complete the full pathway: ID and MPI registration support, classroom training for the Knowledge Test, then in-car instruction once you hold your learner's licence.

Already have your learner's licence?

Skip the classroom. You can register for the behind-the-wheel component only and begin your individually scheduled driving hours right away.

Prepare for the road test

Refine your skills with an instructor, get support booking and attending your road test, and use the training vehicle for the test where arranged.

Program details

Classroom training (Knowledge Test preparation)

August 17 to 21, 2026 at 150 Henry Ave, Winnipeg, MB

Five hours of daytime instruction each day, 25 hours in total, covering the rules of the road and safe-driving principles tested on the Class 5 Knowledge Test.

Participants who do not yet have a learner's licence attend this component before moving on to in-car training.

Behind-the-wheel training (Road Test preparation)

Up to 25 hours of one-on-one, in-vehicle instruction per participant.

Lessons are scheduled individually for each participant and can take place during the day, in the evening, or on weekends, whichever works best for you.

What the program covers

Training is completely free. The program also covers:

  • Licence testing fees (Knowledge Test and Road Test)
  • Licence registration costs
  • Driving hour fees
  • The cost of identification needed to register as an MPI client

The program does not cover fines, garnishments, or other outstanding debts.

Classroom training takes place during the daytime at this location. In-car driving lessons are arranged individually around each participant's availability.

Training is free. The program also covers licence testing fees, licence registration, driving hour costs, and the cost of identification needed to register as a Manitoba Public Insurance (MPI) client. The program does not cover fines, garnishments, or other outstanding personal debts.

Who can apply?

Applicants must:

  • Be a Red River Métis Citizen
  • Be 16 years of age or older
  • Have parental or legal guardian consent if under 18
  • Meet MPI identification requirements, or be willing to work with MET to obtain the required identification (the program covers these costs)
  • Be available for the daytime classroom training, if completing the Knowledge Test component
  • Not have completed the Class 5 Road Test
  • Have no current licence suspensions or penalties

Individuals who have already passed their Knowledge Test are also eligible. They can register for the behind-the-wheel training component only. Instructors will work with participants to prepare for their road test, accompany them to the test where arranged, and participants may use the training vehicle for their road test.

Frequently asked questions

How much does the program cost?

Nothing. Training is free, and the program covers licence testing fees, registration costs, driving hour fees, and identification costs needed to register with MPI. It does not cover fines, garnishments, or other outstanding personal debts.

I have no driving experience and no learner's licence. Can I apply?

Yes. This program was designed for you. You will start with classroom training for the Knowledge Test, then move into in-car instruction once you have your learner's licence.

I already have my learner's licence. Can I join?

Yes. You can register for the behind-the-wheel component only and start your driving hours right away.

When do driving lessons happen?

They are scheduled individually for each participant and can take place during the day, in the evening, or on weekends. Only the classroom week (August 17 to 21, 2026) requires daytime availability.

How long does it take to get a full licence?

Manitoba's GDL system requires a minimum of nine months in the Learner Stage before the road test, and 15 months in the Intermediate Stage after it. This program supports you through the Learner Stage and road test. Timelines depend on your individual plan and MPI requirements.

Is the Road Test included?

The program covers road test fees and preparation. Where arranged, your instructor can accompany you to the test, and you may use the training vehicle. Scheduling details are confirmed during intake.

I don't have ID to register with MPI. Can the program help?

Yes. The program covers costs associated with obtaining the identification necessary to register as an MPI client. MET Recruitment will walk through what you need during intake.

Does the program guarantee I will pass?

No. It provides instruction, preparation, and support, but does not guarantee a passing result or the issuance of a licence.

Does submitting the form guarantee a spot?

No. Space may be limited. MET Recruitment will confirm eligibility and registration with selected participants.

What happens after I submit the form?

MET Recruitment will review your information and contact you about eligibility, required documentation, and next steps. Together you will build an individualized training plan based on your current stage in the licensing process.

What if I am under 18?

You must have consent from a parent or legal guardian. In Manitoba, applicants can start the learner's licensing process at 16.

What if I have outstanding fines or garnishments?

The program cannot cover fines, garnishments, or other personal debts, and applicants must have no current suspensions or penalties. Contact MET Recruitment if you have questions about your situation.
